Full Tenured Professor in the Department of Economics at Universidad del Pacífico. He completed his undergraduate studies at Universidad Católica del Perú, where he obtained a Bachelor's degree in Social Sciences with a major in Economics and a Licentiate (professional license) in Economics He completed postgraduate studies at ESAN; California State University, Long Beach; Harvard University; and Cornell University where he obtained a Master's degrees (M.A.) and a Doctoral degree in economics (Ph.D.). _He has also been a fellow of the Rotary Foundation and the Fulbright Commission. Currently, he is a Full Professor at Georgia State University in Atlanta. Previously he was Full Professor at the University of Ottawa in Canada and Visiting Professor at George Washington University in DC and worked for more than a decade in international organizations including the World Bank and the Inter-American Development Bank (IADB) and previously worked in the Ministry of Economy and Finance in Peru. He has been a consultant for various organizations including USAID, United Nations, 3ie, the World Bank, among others and has worked in various parts of the world including various countries ranging from Pakistan, Vietnam and Tanzania, to Colombia, Mexico and Guyana. His publications include almost one hundred papers in peer reviewed academic journals including American Economic Journal: Economic Policy, Review of Economics and Statistics, Journal of the European Economic Association, Journal of Public Economics, Journal of International Economics, Journal of Development Economics, among others. Additionally, he has published eight books in different publishing houses including Harvard University Press and Stanford University Press and his profile on Google Scholar has more than 10,000 citations. His research areas are diverse including topics related to economic development, political economy, and public policy. He is currently associate editor of the Economics Bulletin magazine and executive director of the NGO Development Research Strategies, which is based in Washington, DC.
