Abstract

In this article, the authors identify a latent problem that stems from the exercise of shared competences between central and sub-national governments: the disparity of regulation between each other local government TUPA, as well as the contradiction between municipal regulation and the norms that regulate a sector or economic activity with national scope. Then, based on empirical research, the existence of this practice still present in the management of sub-national governments is evidenced, regardless of their level of competitiveness. The authors conclude that the measures implemented are still insufficient to cover this problem, so they propose the standardization of TUPA and the implementation of online administrative procedures for cases in which the requirements and demands for the conduct of an economic activity are regulated by central government rules.
