N2 - The ultimate development objective of this project is to help cities make better urban freight policy choices to minimize externalities while providing adequate flow of goods within the city. In this report, the authors present the final results of three-stage methodology employed to: 1) identify logistics critical areas; 2) derive a granular characterization of retail and logistics activities in those areas; and 3) identify and assess tailored urban freight policy choices. The authors apply this methodology to three case study cities. The report outlines the different data collection protocols and analytical methods employed in each stage of the research, and summarizes the main findings.
