Abstract

The objective of this article is to analyze the progress of the digital transformation of the Peruvian public sector using available sources that report progress in this process and data that explore the digital activity of Peruvians, especially in the use of digital public services. This article is an exploratory study of literature review and qualitative interpretation, employing data from 2015 to mid-2023 from the Digital Activity Index (InAD) 2023 and the National Household Survey (ENAHO), with a focus on the frequency and type of digital activities performed at the regional level. The review found that, although there are significant advances in the digitization of services, there are marked gaps in the use of and access to public digital channels. The InAD 2023 showed that digital activity has steadily increased, mainly due to the growing incidence of digital activity. At the regional level, important differences in digital activity were identified that could be complemented with more data on digital transformation. Regarding the next steps, it is critical to emphasize that digital transformation in Peru presents opportunities and challenges where digital gaps must be more rigorously investigated and addressed. Continuous and detailed evaluation of these advances through tools such as the InAD is crucial to identify areas for improvement and foster a successful digital transformation.
