Abstract

In Peru, the State has acquired a decisive role in the last thirty years, since in the first half of the twentieth century its role was limited to favouring private activity, both national and foreign. Public investment became, in fact, productive just when the state intervened in the economy in a more direct way. However, and because of that, it is necessary to know the coherence of its activities, which are determinants of the national economy. The author therefore analyzes in this paper the coherence of the process of decision-making during the first half of the military regime, giving a special emphasis to a typical case: the Majes-Siguas irrigation project.
