Abstract
The relations between Lima and Moscow have
developed in a very changing way. Between the 70s and 80s was framed under a bilateral dynamism, unfortunately this gave way to a distant relationship in later years. This will vary with the entrance of the 21st century. Between 2006 and 2016, an important proximity will be carried out.
The new role of Russia in the world and its difficult relationship with the West, the existing economic opportunities, as well as the political
transformations in Latin America (and the role of Peru in this context), are aspects to consider in order to understand this new moment in the relations.
However, this approach was not without complications. The political relevance for Peru of the relationship with the United States of America and the European Union, the differences in economic matters between Russia and the Latin American countries, and the growing presence of the People's Republic of China in the region, have not allowed the consolidation of the link between both countries.
