Abstract
This article discusses the impact on the Alliance for Progress discussion and approval process of a congressional investigation into allegations of corruption in Peru's U.S. economic aid programme. The congressional inquiry was undertaken amidst a process of transforming the economic aid programme for Latin America. The restructuring of the aid program, caused by the Cuban revolution, began during the Eisenhower administration with the founding of the Inter-American Development Bank and deepened with Kennedy's Alliance for Progress. We contend that the investigation's findings were used by congressional enemies and critics of the economic aid program to question its efficiency and oppose Kennedy:'s proposed reforms and expansion. This research is mainly based on sources from the United States Congress.
