Abstract
This article is the result of a research project 'Bolivar 2033: A foresight study'. Its theoretical foundations are based on territorial foresight. Methodologically it was carried out in two stages: First, defining the state of the art, which included the analysis of the current situation and the study of technological surveillance and competitive intelligence. Second, through six workshops with stakeholders identifying change factors and prioritization of prevailing strategic variables for the future of the Department of Bolivar. As a result, eight possible future scenarios including a 'bet scenario' called 'Ave Fenix', plus 15 strategies selected for implementation were formulated.
