Professor-Researcher at the Graduate School of Universidad del Pacífico, Vice President of the Institute of Christian Social Studies (IESC) and Consultant of the Konrad Adenauer Foundation (KAS). Doctor in Political Science and Sociology from the Universidad de Deusto, Master’s degree in Administration and Management Skills from CENTRUM - EADA de Barcelona, Master’s degree in Criminology from the University of the Basque Country, Master’s degree in Anthropology and Bachelor’s degree in Education from Pontificia Universidad Católica del Perú, Canonical Bachelor (Master) in Sacred Theology from the FTPCL, Bachelor of Social Sciences from ILADES - Pontifical Gregorian University. Since 1987 he has worked in various areas of the Catholic Church, and until 2011 he was Director of the Social Pastoral of the Diocese of Chosica and of the Fray Martín Institute of Pastoral Theology. He has also served in public functions as President of the National Penitentiary Institute of Peru (2011-2015) and Minister of State in the Office of the Interior (2015-2016). Regarding his research and matters of interest, he has specialized in issues of religion, ethics and social responsibility, as well as in criminological and penitentiary studies. Author of a dozen books on religion, politics, citizen security, and criminal enforcement.
