Full Professor and Chair of the Department of Engineering of Universidad del Pacífico. He is Ph.D. and has a Master’s degree in Information Technology Management from the Korea Advanced Institute of Science and Technology (KAIST) (South Korea) and is a Telecommunications Engineer from Universidad Nacional de Ingeniería. Before his studies at KAIST, he was a technical advisor to the General Directorate of Authorizations in Telecommunications of the Ministry of Transport and Communications, where he also worked as a member of the Technical Secretariat of the Multisectoral Commission in charge of recommending the Digital Terrestrial Television standard for Peru. He has experience in the impact of information technologies on society, and in telecommunications regulatory issues. He has developed various research on issues of adoption and diffusion of technologies, information privacy, policies on the digital divide, and behavior of the user of technologies. His publications have appeared in indexed journals such as Information & Management, Telecommunications Policy, Behavior and Information Technology, Telematics and Informatics, Government Information Quarterly, as well as international conferences.
