Full Professor in the Department of Economics and a Researcher at Universidad del Pacífico Research Center. Former Vice Minister of Economy. He has a Master’ of Arts in Economics from Georgetown University and a Licentiate (professional license) in Economics from Universidad del Pacífico. He has developed research and consulting on tax, financial, fiscal decentralization, environment, fiscal policy, tax, state reform and investment promotion. He has combined this academic experience with public policy formulation in various positions that he has held in public administration. Likewise, he has experience in consulting with private companies, international organizations and governments of other countries on tax issues, fiscal policy, decentralization, community relations and analysis of the impact of economic policy measures. He has opinion columns in the newspaper Gestión and the magazine América Economía. He has more than 20 years of experience in public policy and state reform. In the public sector, he has been appointed to various important positions in the Presidency of the Council of Ministers, the National Council of Decentralization and the Ministry of Economy and Finance; in the latter institution he has served as Researcher of the advisory cabinet (September 2007 - January 2008) and vice minister of economy (January - December 2010). He has also been a director of private institutions, a member of the Board of Directors of the National Civil Service Authority (SERVIR) and a member of the Board of Directors of the Consortium for Economic and Social Research (CIES).
