Professional profile

Full Professor in the Department of Social and Political Sciences and a member of the Research Center at the University of the Pacific. He holds a Doctorate in Education (EdD) and a Master’s degree in Social and Political Thought, both awarded by the University of Sussex (UK). He also holds a Bachelor’s degree in Sociology from the Pontificia Universidad Católica del Peru. He served as president of the Peruvian Society for Educational Research (2023–2025) and editor of the Peruvian Journal of Educational Research (2017–2019). Additionally, he was a member of the Editorial Board of the International Review of Education (2015–2022) and President of the Peruvian National Council of Education (2017-2020). Between 2013 and 2016 he was a Non-resident Fellow of the Brookings Institution (Washington, D.C). Between 2001 and 2012 he worked as a UNESCO official where he led the program on the measurement of learning achievement at its Institute of Statistics. Previously, he worked in the Peruvian civil service as well as in academic institutions. His research interests are linked to educational policy and, currently, he is working on the linkage between linguistic competence and the development of abstract thought paying particular attention to endorsing universal values.
