Professional profile

Chair of the Department of Social and Political Sciences, Full Professor and member of the Universidad del Pacífico Research Center. He is Doctor of Education (EdD) and Master of Arts, Social and Political Thought; both degrees were obtained at the University of Sussex (UK). He also holds a Bachelor's degree and a Licentiate (professional license) in Sociology from Pontificia Universidad Católica del Perú. Currently, he is investigating issues associated with cultural diversity on standardized school learning achievement tests. He has been elected Director of Publications of the Peruvian Educational Research Society (period 2017-2019) and, consequently, is the editor of the Peruvian Journal of Educational Research. Likewise, he is a member of the Editorial Committee of the International Review of Education (period 2015-2018), and President of the National Council of Education of Peru (2014-2020). Between 2013 and 2016 he was a Non-resident Fellow of the Brookings Institution, in Washington, D.C. Between 2001 and 2012 he worked as a UNESCO official where he directed the program for measuring learning achievements of its Institute of Statistics. Previously, he worked for nine years establishing connections between policy questions and research design, as well as between research results and decision-making processes in the civil service in Peru.
